SECTION 3. AND BE IT FURTHER ENACTED, That for the
fiscal year 1977—1978 only, and from only those funds
provided by the proceeds of the increase in the fee for
the licensing of retail sales tax vendors as provided by
the amendments to Sections 361 and 362 of Article 81 of
the Code, as provided in Section 2 of this Act, and from
no other funds; and subject to the provisions of law
relating to budgetary procedure to the extent applicable,
the amount specified below, or so much thereof as is
sufficient to accomplish the purpose designated, is
hereby appropriated and authorized to be disbursed from
so much of the monies as are received by the State from
the increase in the fee for the licensing of retail sales
tax vendors as previously provided by Section 2 of this
Act:

of Alcoholics
For the purpose of providing
funds for a revolving loan
fund account to make loans
to nonprofit corporations
engaged mainly in the care
and treatment of alcoholics

SECTION 2 4. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1977.
