(b) (2) Minimum student performance standards
for successful completion of an approved driver education
program, consisting of at least 30 hours of classroom
instruction [and 6 hours of laboratory instruction];
SECTION 2. AND BE IT FURTHER ENACTED, That Section
16—508 of Article — Transportation, of the Annotated Code
of Maryland (As enacted by Chapter ____ of the Acts of
the General Assembly of 1977) be and it is hereby
repealed:
Article - Transportation

(a) (1) There is a driver education account in
the Transportation Trust Fund.
(2) All fees collected for the issuance of
new drivers' licenses under §16—111.1(a) of this Article:
(i) Shall be deposited in the
Transportation Trust Fund; and
(ii) Are not subject to the provisions
of Title 8, Subtitle 4 of this Article on the disposition
of highway user revenues.
(3) That part of these fees not required by
any lawful pledge, covenant, dedication, or commitment
for the annual debt service on any bonds referred to in
§3-216(e) of this Article shall be deposited in the
driver education account and disbursed in accordance with
this section.
(b) (1) From its share of the Transportation
Trust Fund, the Department of Transportation shall
provide in its annual budget for those funds that,
together with the funds credited to the driver education
account in the Transportation Trust Fund, will be enough
to reimburse an approved school for the cost of the
program, but not over $65 for each eligible individual
completing the course.
(2) The funds provided for under this
section shall be independent of, separate from, and in
addition to any other State aid.
(c) The State Department of Education shall
include in its annual budget funds for its administrative
costs that are related to the driver education program.]
SECTION 3. AND BE IT FURTHER ENACTED, That new
Section 16-111.1(d) be and it is hereby added to Article
- Transportation, of the Annotated Code of Maryland (As
enacted by Chapter ____ of the Acts of the General
