(5) TO DEVELOP A MECHANISM WHICH IDENTIFIES
BARRIERS FOR DELIVERY OF ADEQUATE SERVICES AND TO
RECOMMEND CORRECTIVE PROCEDURES;
(6) TO IDENTIFY AND RECOMMEND TO THE STATE
AND LOCAL AGENCIES APPROPRIATE SOURCES OF STATE AND
FEDERAL FUNDS WHICH ARE AVAILABLE FOR COMPREHENSIVELY
EXPANDING SERVICES AND PROGRAMS FOR THE HANDICAPPED;
(7) TO SUBMIT AN ANNUAL REPORT TO THE
GOVERNOR WHICH SETS FORTH THE STATUS OF SERVICE AND
PROGRAMS FOR THE HANDICAPPED AND RECOMMENDATIONS FOR MORE
EFFECTIVE DELIVERY OF SUCH SERVICES;
(8) TO MEET WITH AND TO PROVIDE TECHNICAL
ASSISTANCE TO THE STATE ADVISORY COUNCIL ON AT LEAST A
QUARTERLY BASIS.; AND
(9) TO PROMOTE AND ENCOURAGE THE DEVELOPMENT OF
LOCAL OR REGIONAL OFFICES TO COORDINATE SERVICES TO THE
HANDICAPPED.
160.
(A) (1) THE GOVERNOR SHALL APPOINT A STATE
ADVISORY COUNCIL FOR THE COORDINATION OF SERVICES TO THE
HANDICAPPED. THE COUNCIL CONSISTS OF 21 19 MEMBERS WHO
ARE APPOINTED ACCORDING TO THE FOLLOWING SCHEME:
(I) TWO MEMBERS FROM THE STATE
DEPARTMENT OF EDUCATION, SELECTED FROM PERTINENT AREAS
SUCH AS THE DIVISION OF VOCATIONAL
THE DIVISION OF VOCATIONAL TECHNICAL EDUCATION, OFFICE OF
SPECIAL EDUCATION ONE FROM THE DIVISION OF VOCATIONAL
REHABILITATION AND ONE FROM THE DIVISION OF SPECIAL
EDUCATION;
(II) THREE MEMBER ONE MEMBER FROM THE
STATE DEPARTMENT OF HEALTH AND MENTAL HYGIENE, SELECTED
FROM A PERTINENT AREAS AREA SUCH AS THE JUVENILE SERVICES
ADMINISTRATION, THE MENTAL HEALTH ADMINISTRATION, THE
MENTAL RETARDATION ADMINISTRATION, MEDICAL CARE PROGRAMS
ADMINISTRATION AND OR DRUG ABUSE ADMINISTRATION;
(III) TWO MEMBERS ONE MEMBER FROM THE
STATE DEPARTMENT OF HUMAN RESOURCES, ONE FROM THE
EMPLOYMENT SECURITY ADMINISTRATION, AND ONE FROM THE
SOCIAL SERVICES ADMINISTRATION;
(IV) ONE MEMBER FROM THE STATE
DEPARTMENT OF BUDGET AND FISCAL PLANNING;
(V) ONE MEMBER FROM THE STATE
DEPARTMENT OF TRANSPORTATION;
(VI) ONE MEMBER FROM THE HUMAN RELATIONS
COMMISSION;
