MAY ELECT as provided [with respect to] FOR nonprofit
organizations in paragraphs (3) and (4) of subsection (d)
[hereof, those] TO BE LIABLE FOR payments [to] IN LIEU OF
CONTRIBUTIONS FOR BENEFITS BASED ON EMPLOYMENT BY THE
GOVERNMENTAL ENTITY, AS DEFINED IN §20(G)(7)(III) OF THIS
ARTICLE. UNTIL AUGUST 1, 1980, REIMBURSEMENT PAYMENTS, IF ELECTED BY A MUNICIPALITY OR A LOCAL SUBDIVISION OF THE STATE, FOR BENEFITS WHICH ARE PAID DURING ANY
CALENDAR YEAR MAY AT THE OPTION OF THE MUNICIPALITY OR A
LOCAL SUBDIVISION BE MADE ON A LUMP SUM BASIS WITHIN 30
DAYS OF THE BEGINNING OF THE NEXT SUCCEEDING FISCAL YEAR
OF THE MUNICIPALITY OR LOCAL SUBDIVISION OF THE STATE,
PAYMENTS SHALL be made to the Employment Security
Administration upon billing [of the Secretary of
Personnel] by the [Administration] EXECUTIVE DIRECTOR.
IF ANY GOVERNMENTAL ENTITY IS DELINQUENT IN ITS PAYMENTS,
THE EXECUTIVE DIRECTOR SHALL HAVE ALL REMEDIES AVAILABLE
FOR COLLECTION OF PAST DUE CONTRIBUTIONS PROVIDED BY LAW. 9. (b) (1) [Any political subdivision of this State
may elect to cover under this article service performed
by employees in all of the hospitals and institutions of
higher education, as defined in §20(g) (7), operated by
that political subdivision.] ANY EMPLOYING UNIT,
INCLUDING A GOVERNMENTAL ENTITY, MAY ELECT TO COVER,
BEFORE JANUARY 1, 1978, PREVIOUSLY UNCOVERED SERVICE AS
DEFINED IN §20(N-1) OF THIS ARTICLE. Election is to be
made by filing with the Executive Director a notice of
that election at least 30 days prior to the effective
date of the election. The election may exclude any
services described in §§20(g)(7) (v) or 20(g)(8). Any
[political subdivision] GOVERNMENTAL ENTITY electing
coverage under this subsection shall make payments in
lieu of contributions with respect to benefits
attributable to that employment as provided with respect
to nonprofit organizations in paragraphs (3) and (4) of
§8(d). (3) The amounts [required to be] paid in
lieu of contributions by any [political subdivision]
GOVERNMENTAL ENTITY under this section shall be billed
and payment made as provided in §8(d) with respect to
similar payments by nonprofit organizations. 20. As used in this article, unless the context clearly
requires otherwise: (f) (1) "Employer" means: [(1)] (I) Any employing unit which for some
portion of a day has in employment one or more
individuals; [or] [(2)] (II) Any employing unit which has
