without authorization by a governmental entity which has
jurisdiction over such property, (B) on the mall, or on
adjacent parking areas, or other outside areas, of any
combination of privately owned retail establishments,
commonly known as a shopping center, to which the general
public is invited for business purposes without
authorization by the owner of such shopping center, (C)
on adjacent parking areas or other outside areas of any
other retail establishment without the authorization of
the owner of such establishment or (D) in any parked
vehicle located on any of the foregoing places enumerated
in this subsection without such authorization. In the
case of public property, any governmental entity owning
or otherwise having jurisdiction over the property is
empowered to adopt by local law, ordinance, rule or
regulation, as appropriate, standards providing for the
authorization of the consumption of alcoholic beverages
otherwise prohibited by this section consistent with the
intended use of the property by the general public.
"Public property" includes buildings, grounds, parks,
streets, highways, alleys, sidewalks, stations,
terminals, and other structures, roads, or parking areas
located on land owned, leased or operated by the state,
Montgomery County, a municipality, Washington Suburban
Sanitary Commission, Maryland National Capital Park and
Planning Commission, Montgomery County Revenue Authority
or Washington Metropolitan Area Transit Authority. (b) Any person violating the prohibitions of this
section shall be deemed guilty of a misdemeanor; and upon
conviction thereof, shall be subject to a fine of not
more than $100.00.] SECTION 2. AND BE IT FURTHER ENACTED, That new Sections 207 through 214 213, inclusive, to be under the new subtitle "Disorderly Intoxication" be and they are hereby added to Article 2B - Alcoholic Beverages, of  the Annotated Code of Maryland (1976 Replacement Volume and
1976 Supplement) to read as follows: Article 2B - Alcoholic Beverages DISORDERLY INTOXICATION IN GENERAL
207. (A)        A PERSON MAY NOT: (1) BE INTOXICATED AND ENDANGER THE SAFETY OF ANOTHER PERSON OR PROPERTY; OR (2) BE INTOXICATED OR DRINK ANY ALCOHOLIC BEVERAGE IN A PUBLIC PLACE AND CAUSE A PUBLIC DISTURBANCE.
(B) A COUNTY, MUNICIPALITY OR OTHER POLITICAL SUBDIVISION OF THIS STATE MAY NOT ADOPT ORDINANCES OR
