MARVIN MANDEL, Governor
instances; permitting funds for aftercare programs;
providing responsibilities of certain officials in
the design and implementation of aftercare services;
requiring certain information to be included in
aftercare plans; generally providing for rules and
regulations to be established in mental health
aftercare programs; clarifying language; and
removing incorrect references. BY repealing and reenacting, with amendments, Article 43 - Health Section 1J(b), (e), (f), (i) and (1) Annotated Code of Maryland (1971 Replacement Volume and 1976 Supplement)
BY adding to Article 59 - Mental Hygiene Section 32B Annotated Code of Maryland (1972 Replacement Volume and 1976 Supplement)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 1J(b), (e), (f), (i) and (1) of
Article 43 - Health, of the Annotated Code of Maryland
(1971 Replacement Volume and 1976 Supplement) be and they
are hereby repealed and reenacted, with amendments, to
read as follows:
Article 43 - Health
1J.
(b) The [Commissioner of Mental Hygiene, with the
approval of the Board of Health and Mental Hygiene,]
SECRETARY Of THE DEPARTMENT OF HEALTH AND MENTAL HYGIENE
may make grants from State and federal funds or enter
into agreements for the use of such funds to assist
public or nonprofit organizations in the establishment
and operation of local mental health programs to provide
(1) in-patient services, (2) out-patient services, (3)
partial care services (day care and/or night care
services), (4) twenty—four hour emergency services, (5)
consultation and education services [and]; (6) AFTERCARE
SERVICES, AND (7) other forms of preventive, treatment,
or rehabilitation services. Existing services as well
as recommended new services shall be rendered by
governmental agencies or by nonprofit organizations by
contract. Research and training designed to improve and
extend the foregoing services shall be proper items of
expenditure in connection therewith. (e) The function of each community mental health
advisory committee shall be to:
