SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 3(a), 3(1), 3(m), 3(o), 3(r),
3(z), and 3(gg) of Article 25 - County Commissioners, of
the Annotated Code of Maryland (1973 Replacement Volume
and 1976 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows:

|
|
|
|
(a) (1) The county commissioners of each county
in this State, [except Worcester, (except as provided in
subsections (1), (s) (2), (x) and (x-1) hereof). Prince
George's, Baltimore, Anne Arundel, Cecil, Howard and
Queen Anne's (except as specifically provided in
subsection (f)) counties,] in addition to, tut not in
substitution of, the powers which have been or may be
granted them, have the following express powers.
(2) (I) THE FOLLOWING COUNTIES ARE
EXCEPTED FROM THESE EXPRESS POWERS.
(II) ANNE ARUNDEL COUNTY,
(III) BALTIMORE COUNTY,
(IV) CECIL COUNTY,
(V) HOWARD COUNTY,
(VI) PRINCE GEORGE'S COUNTY,
(VII) QUEEN ANNE'S COUNTY; INCLUDED,
HOWEVER, IN SUBSECTION (F),
(VIII) WORCESTER COUNTY; INCLUDED,
HOWEVER, IN SUBSECTIONS (L), (S)(2), (X) AND (X-1).
(1) To provide for competitive bidding for any
county work and the making and awarding of contracts for
the purchase of materials and supplies in excess of
$2,500 in St. Mary's County, in excess of $1,000 in
Harford County, Somerset County, and Talbot County, in
excess of $2,500 in Worcester County and Charles County,
in excess of $1,500 in Allegany County, and in all other
counties $500 and to require bonds in connection with
said work or contracts, whenever deemed proper; and if no
