AN ACT concerning
Sale of Term Papers
FOR the purpose of prohibiting the sale, purchase, or
offering for sale of certain academic papers;
providing penalties; providing certain exceptions;
and generally relating to academic papers.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 70 of Article 77A - Higher
Education, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 77A - Higher Education
70.
[(a) No person, firm, association or corporation
shall sell or offer for sale to any person assistance in
the preparation, research, or writing of a dissertation,
thesis, term paper, essay, report or other written
assignment for submission to an educational institution
in fulfillment of the requirements for a degree, diploma,
certificate or course of study.]
(A) IN THIS SECTION, "ACADEMIC PAPER" MEANS ANY
THEME, ESSAY, TERM PAPER, BOOK REPORT, REPORT, THESIS,
DISSERTATION, OR OTHER WRITTEN ASSIGNMENT.
(B) A PERSON, FIRM, ASSOCIATION, OR CORPORATION
MAY NOT SELL ANY ASSISTANCE IN THE PREPARATION, RESEARCH,
OF WRITING OF AN ACADEMIC PAPER IF THE PERSON KNOWS OR
HAS REASON TO KNOW THAT THE BUYER INTENDS TO SUBMIT THE
ACADEMIC PAPER SUBSTANTIALLY UNCHANGED AS THE ORIGINAL
WORK OF A PERSON OTHER THAN THE AUTHOR TO AN EDUCATIONAL
INSTITUTION IN FULFILLMENT OF THE REQUIREMENTS FOR A
DEGREE, DIPLOMA, CERTIFICATE, OR COURSE OF STUDY.
(C) A PERSON, FIRM, ASSOCIATION, OR CORPORATION
MAY NOT OFFER FOR SALE ANY ASSISTANCE IN THE PREPARATION,
RESEARCH, OR WRITING OF AN ACADEMIC PAPER IF THE PERSON
KNOWS OR HAS REASON TO KNOW THAT THE BUYER INTENDS TO
