Summer Scholastic Employment Act
FOR the purpose of changing the base period of the Summer
Scholastic Employment Act; correcting a certain
inconsistency in the qualifications of students
eligible under this Act; allowing certain facilities
of employers to be considered as separate employers
for purposes of the Act; clarifying a condition of
the rebate received by employers regarding students'
substitution for permanent employees on vacation;
prohibiting students employed under the Act from
filing for unemployment compensation; requiring the
Department of Human Resources to compile certain
reports and statistics; requiring that Department to
get the date for filing applications required in the
Act; and requiring employers to hire, for purposes
of the Act, only those students referred to them by
the Department.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY Of
MARYLAND, That Section 17D of Article 88A - Social
Services Administration, of the Annotated Code of
Maryland (1969 Replacement Volume and 1976 Supplement) be
and it is hereby repealed and reenacted, with amendments,
to read as follows::
Article 88A — Social Services Administration
17D.
(a) The Secretary of Human Resources shall
establish a demonstration program for the placement and
employment of students in private industry in Maryland to
be known as the "Summer Scholastic Employment Act."
(b) (1) In this section the following words have
the meanings indicated.
(2) "School" means an educational
institution that has a regular teaching staff, course of
study, and a body of students in attendance. It includes
secondary schools, colleges, universities, community
colleges, business, vocational, technical, and mechanical
schools leading to a diploma, degree, or certification[,
it]. IT does not include -on-the-job training courses,
correspondence courses, or similar courses or schools.
(3) "Student" means a student:
