Article 59A - Mental Retardation
10.
(a) Any person over the age of [21 years] 18, the
guardian of any person [over the age of 21 years] on
behalf of [such] THAT person, or anyone else having a
legitimate interest in the welfare of a person [over the
age of 21 years], may apply to the Administration for
admission of that person to the appropriate public
facility within the jurisdiction of the Administration.
The individual making the application must, as a
prerequisite to the admission, be able to understand the
nature of the request. The application shall be in
writing and shall be in such form as may be required by
the Administration.
11.
(a) Any person over the age of [21 years] 18, the
guardian of any person [over the age of 21 years] on
behalf of [such] THAT person, or anyone else having a
legitimate interest in the welfare of a person [over the
age of 21 years], may apply to any private facility
licensed by the Administration for the admission of such
person. The individual making the application must, as a
prerequisite to the admission, be able to understand the
nature of the request. The application to such private
facility shall be in writing and in such form as may be
required by the Administration.

SECTION 3 4. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1977.

(House Bill 794)
AN ACT concerning
Election Code - Public Financing
FOR the purpose of repealing those provisions relating
generally to fair campaign financing changing the
date of applicability of the certain provisions
generally relating to campaign financing.
BY repealing and reenacting, with amendments,
Article 33 — Election Code
Section 31-1 through 31-9, inclusive and the
subtitle "Fair Campaign Financing Act" 31-3g
