qualities of the environment, including, but not limited
to land, water, air, wildlife, scenic qualities, open
spaces, buildings or any interest therein, and other
appurtenances pertaining in any way to the [states
through] STATE. THROUGH educational and other means, the
Trust shall encourage and motivate the populace of the
State and others to do so[,] and SHALL promote continuing
interest in and the study of these matters. The purpose
of the Trust is of general benefit to the citizens of the
State, and it is charitable in nature. 3-302. (a) [The] THERE IS AN Environmental Trust Fund [is
created and continued]. For the purpose of this
subtitle, there is established as an added cost of
generation, an environmental surcharge per kilowatt hour
of electric energy generated in the State to be paid by
any electric company as defined in the Public Service
Commission Law. This surcharge initially shall be
assessed at 0.1 mill per kilowatt hour as of January 1,
1972. The Public Service Commission shall impose the
surcharge per kilowatt hour of electric energy generated
within the State and shall authorize the electric
companies to add the full amount of the surcharge to
customers' bills. To the extent that the surcharge is
not collected from customers, the surcharge shall be
deemed a cost of generation and shall be allowed and
computed as such, together with other allowable expenses,
for rate—making purposes. Revenues from the surcharge
shall be collected by the Comptroller and placed in the
Fund. 4-201. [The] THERE IS A Fisheries Administration [is
created and continued within] IN the Department. 4-204. (a) [The] THERE IS A Commercial Fisheries Advisory
Commission [is created and continued within] IN the Department. (b) [The] THERE IS A Sport Fisheries Advisory
Commission [is created and continued within] IN the
Department. 4-208. (a) [The] THERE IS A State Fisheries Management
and Protection Fund [is created and continued within] IN
the Department. Any money received from any fish and
fisheries license, stamp, permit, or application fee as
provided in this title, unless otherwise provided shall
be credited to [this] THE Fund and used only for the
scientific investigation, protection, propagation, and
management of nontidal finfish.
