100A. (d)   [In the event] IF the offending carrier [shall
neglect] NEGLECTS or [refuse] REFUSES to obey the order
of the Commission, the Commission shall notify the
carrier to show cause, within ten days from the date
[such] THE notice is mailed or served, why the
registration certificate or certificates for the vehicle
or vehicles involved in such operation should not be
suspended or revoked. If no cause is shown or if, after
hearing, the Commission [shall find] FINDS that no cause
is shown, then the Commission shall certify to the
[Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION that the registration certificate of each
vehicle involved in the violation or infringement shall
be suspended or revoked, and the condition of the
suspension or revocation. (e)     Upon receipt of such certification, the
[Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION shall automatically suspend or revoke the
certificates of registration in accordance with the
conditions contained in the certification from the Public
Service Commission. The Public Service Commission
shall, if possible, notify the [Commissioner of Motor
Vehicles] MOTOR VEHICLE ADMINISTRATION of the license
number of the vehicle or vehicles the certificates of
registration of which are to be suspended or revoked. (f)   There shall be no appeal from the action of the
[Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION but an action may be commenced to obtain
judicial review of any order or certification of the
Public Service Commission as provided in subtitle
"Judicial Review" of this article. SECTION 19. AND BE IT FURTHER ENACTED, That Section
16 of Article 78A - Public Works, of the Annotated Code
of Maryland (1975 Replacement Volume and 1976 Supplement)
be and it is hereby repealed and reenacted, with
amendments, to read as follows:

16.
The Board of Public Works is authorized and
empowered in its discretion from time to time to transfer
from one department, board, bureau, commission or other
agency of the executive branch of the State government to
another department, board, bureau, commission or other
agency of the executive branch of the State government,
any property, real and personal, and all rights of
physical custody and control thereover, subject to the
continuing general jurisdiction of the Board of Public
Works, provided, however, the provisions of this section
[shall] DO not apply to any property which is pledged to
secure the payment of principal of or interest on revenue
