sufficient to enable him to pay promptly all claims for
refunds payable therefrom[,]; (2) retain an amount equal
to one month's proportionate part of the current fiscal
year's appropriation to the Comptroller for maintaining
the Gasoline Tax Division in the office of the
Comptroller[,]; (3) remit one ninth of all the remainder
(representing the net proceeds of the tax collected under
§ 136 (g) of this subtitle) according to the provisions
of [§ 29A of Article 89B of this Code,] TITLE 8, SUBTITLE
4 OF THE TRANSPORTATION ARTICLE; (4) credit the net
proceeds collected under § 136 (h) of this subtitle to
the gasoline and motor vehicle revenue account of the
Transportation Trust Fund established under [Article
94A,] TITLE 3 OF THE TRANSPORTATION ARTICLE; (5) allocate
three eighths of one percent of the remainder to the use
of the Waterways Improvement Fund and the same amount to
the use of the Fisheries Research and Development
Fund[,]; and (6) forthwith credit the balance to the
gasoline and motor vehicle revenue account of the
Transportation Trust Fund established under [Article 94A]
TITLE 3 OF THE TRANSPORTATION ARTICLE. 146. (a)    The [Commissioner of Motor Vehicles] MOTOR
VEHICLE ADMINISTRATION shall promptly notify the
Comptroller in writing of the name and address of each
licensee who has been issued a license to operate a motor
vehicle propelled by Diesel oil or fuel oil on the public
highways of the State. (b)   Any [person or] dealer, as defined in [§ 5-101
of Article 66 1/2 of this Code] §15-101 OF THE TRANSPORTATION ARTICLE, OR OTHER PERSON selling motor
vehicles propelled by Diesel fuel, liquid propane gas,
natural gas or any substance or energy other than
gasoline must file a statement with the Comptroller of
the Treasury on each sale that the purchaser has signed a
declaration of intent as to how fuel will be purchased. 147. If the license provided for in § 140 shall for any
reason be cancelled by the Comptroller for failure to
comply with the provisions of this [subsection] SUBTITLE,
the Comptroller shall immediately notify the
[Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION of such cancellation and it shall be the
duty of the [Commissioner of Motor Vehicles]
ADMINISTRATION to immediately revoke the [license]
REGISTRATION plate of such vehicle and cause same to be
surrendered. The Comptroller for reasons satisfactory
to him upon satisfaction by the licensee of the
delinquency for which said license was cancelled by the
Comptroller shall have the right to reinstate such
license and upon such reinstatement the Comptroller shall
advise the [Commissioner of Motor Vehicles] MOTOR VEHICLE
ADMINISTRATION of his action and the [Commissioner of
