their visibility at night. The [State Roads Commission
shall be] SECRETARY OF TRANSPORTATION IS responsible for
making regulations to carry out the provisions of this
section and for the enforcement of the provisions of this
section and such regulations. (b) Any railroad company which neglects or refuses
to comply with a lawful order of the [State Roads
Commission] SECRETARY OF TRANSPORTATION to provide or
maintain such reflectorization shall be liable for a
penalty of [one hundred dollars] $100 per day for each
and every day of such neglect or refusal. SECTION 5. AND BE IT FURTHER ENACTED, That Sections
22(43) and 75 of Article 23B — Municipal Corporation
Charter, of the Annotated Code of Maryland (1973
Replacement Volume and 1976 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows; Article 23B — Municipal Corporation Charter 22. (43) To install parking meters on the streets and
public places of the town in such places as by ordinance
they determine, and by ordinance to prescribe rates and
provisions for the use thereof; but the installation of
parking meters on any street or road maintained by the
State [Roads Commission of Maryland] HIGHWAY
ADMINISTRATION must first be approved by the [Commission]
ADMINISTRATION. 75. The town has control of all public ways in the town
except [such as may be] THOSE THAT ARE under the
jurisdiction of the [Maryland] State [Roads Commission]
HIGHWAY ADMINISTRATION. Subject to the laws of the State
of Maryland and this charter, the town may do whatever it
deems necessary to establish, operate, and maintain in
good condition the public ways of the town. SECTION 6. AND BE IT FURTHER ENACTED, That Sections
3(o), 50, 51(i), and 145 of Article 25 - County
Commissioners, of the Annotated Code of Maryland (1973
Replacement Volume and 1976 Supplement) be and they are
hereby repealed and reenacted, with amendments, to read
as follows: Article 25 - County Commissioners
(o)      To provide for grading, paving, regrading, repaving, curbing, recurbing, or repairing any road or sidewalk      now or hereafter condemned, ceded, opened, widened, extended or straightened as public property and
