SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 12(d) through (f), and 13(c) and
(d) of Article 75 1/2 - Professional Engineers and Land
Surveyors, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) be and they are
hereby repealed.

SECTION 2. AND BE IT FURTHER ENACTED, That Sections
1 through 4, 8(a), 11, 12(a) and (g) through (1), 13(a),
(b), (e) , and (f) , 14(a) through (c) , 15(a) through (c) ,
16, 17(a), 17A, 18, 19, and 19A, to be under the amended
title "Professional Engineers" of Article 75 1/2 -
Professional Engineers and Land Surveyors, of the
Annotated Code of Maryland (1975 Replacement Volume and
1976 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows:
Article 75 1/2 - Professional Engineers
[and Land Surveyors]
1.
(A) [It is hereby declared that, in order to
safeguard life, health and property, and to promote the
public welfare, any] EACH person practicing or offering
to practice engineering[, land surveying or property line
surveying,] shall [hereafter be required to] submit
evidence that he is qualified so to practice and shall be
registered as [hereinafter] provided[; and it shall be
unlawful for any] IN THIS ARTICLE.
(B) A person [to] MAY NOT practice or [to] offer
to practice [in this State,] engineering [or land
surveying, as defined in the provisions of this article,
or to] IN THIS STATE AND MAY NOT use in connection with
his name or otherwise assume, use, or advertise any title
or description tending to convey the impression that he
is an engineer [or a land surveyor,] unless [such] THE
person has been [duly] registered under [the provisions
of] this article.
(C) The right to engage in the practice of
engineering [or land surveying shall be deemed] IS a
personal right, based on the qualifications of the
individual as evidenced by his certificate of
registration, which [shall] IS not [be] transferable.
2.
(A) IN THIS ARTICLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.
[(a)] (B) [The term "engineer," within the meaning
and intent of this article, shall mean] "ENGINEER" MEANS
a person who, by reason of his special knowledge and use
