GROOMS' QUARTERS, HORSE STALLS, PADDOCK FACILITIES AND TRACK KITCHENS. (3) EACH LICENSEE SHALL PAY A LICENSE FEE OF
$25 FOR EACH DAY THAT RACES ARE HELD. (D) THE COMMISSION SHALL PROMPTLY PAY ALL TAXES COLLECTED UNDER THE PROVISIONS OF THIS SECTION TO THE COMPTROLLER FOR DISTRIBUTION AS PROVIDED IN ARTICLE 78B,
SECTION 19 OF THE ANNOTATED CODE. (E) EACH LICENSEE LICENSED UNDER THIS ARTICLE SHALL IN ADDITION TO THE OTHER TAXES AND FEES IMPOSED UNDER THIS ARTICLE, PAY ANNUALLY TO THE MARYLAND STATE FAIR BOARD A SUM REPRESENTING 1/10 OF 1 PERCENT OF ALL MONEY WAGERED IN EXCESS OF $2,000,000 WITH A MAXIMUM OF $3,500 FROM EACH LICENSEE. 25. (A) THE RACING COMMISSION MAY, AT ANY TIME OR AT TIMES OF EMERGENCY OR UNFAVORABLE WEATHER CONDITIONS, IN ITS DISCRETION, AUTHORIZE ANY PERSON, CORPORATION, OR ASSOCIATION LICENSED UNDER THIS ARTICLE TO TRANSFER ITS RACE MEET OR MEETINGS FROM ITS OWN TRACK, OR PLACE FOR HOLDING RACES, TO THE TRACK OR PLACE FOR HOLDING RACES OF ANY OTHER PERSON, CORPORATION, OR ASSOCIATION LICENSED UNDER THIS ARTICLE TO CONDUCT RACING IN THE STATE OF MARYLAND, UPON THE PAYMENT OF ANY AND ALL APPROPRIATE LICENSE FEES FOR THE CONDUCT OF RACING AT THE PARTICULAR TRACK, OR PLACE FOR HOLDING RACES, ON WHICH THE RACING IS
TO BE CONDUCTED. (B) AUTHORITY TO TRANSFER, HOWEVER, MAY NOT BE
GRANTED WITHOUT THE EXPRESS CONSENT OF THE PERSON, CORPORATION, OR ASSOCIATION OWING OR LEASING THE TRACK TO WHICH THE TRANSFER IS MADE.
SECTION 2. AND BE IT FURTHER ENACTED, That all laws or parts of laws, public general or public local, inconsistent with this Act, are repealed to the extent of
the inconsistency.      SECTION 3.
FOR the purpose of altering the composition of the Maryland Racing Commission to comprise separate boards for harness racing and other types of racing; providing for membership on the boards; setting forth the jurisdictions of the boards; providing for
resolution of jurisdictional disputes between the boards; limiting the number of harness racing days which may be authorized; altering certain references; and generally relating to the structure and functions of the Maryland Racing Commission.
