section for any such abandoned funds. For the purposes
of this Act, funds are encumbered when they are approved
for expenditure by the Board of Public Works for a public
purpose specified in Section 1, paragraph (2) of this
Act.
(5) Prior to the payment of any funds under the
provisions of this Act for the purposes set forth in
Section 1. (2) above, Hood College shall provide at least
an equal and matching fund of $450,000 for this project.
The Board of Trustees of Hood College shall have until
June 1, 1980 to present evidence satisfactory to the
Board of Public Works that the funds will be provided.
Upon receiving from the Board of Public Works, on or
before June 1, 1980, a certification of this suitable
evidence the Treasurer of the State shall spend the
proceeds of the loan in accordance with the provisions of
this Act. If satisfactory evidence of the raising of at
least an equal and matching fund for this project is not
presented to the Board of Public Works on or before June
1, 1980, the proceeds of the loan shall be transferred to
the Annuity Bond Fund and applied to the debt service
requirements of the State.
(5) (6) This Act shall take effect June 1, 1977.

(Senate Bill 266)
AN ACT concerning
Industrialized Buildings
FOR the purpose of prohibiting installation, sale, or
offer of sale of industrialized buildings not
bearing the insignia furnished by the Department of
Economic and Community Development; clarifying the
definition of industrialized building; and
renumbering certain provisions and correcting
certain words.
