[upon ON or expansion of powers conferred by law [upon]
ON persons[, copartnerships, associations, or corporations,] not required or permitted to be licensed
hereunder. (B) THIS SECTION APPLIES TO ANY PERSON WHO SEEKS TO
EVADE ITS APPLICATION BY ANY DEVICE, SUBTERFUGE, OR
PRETENSE OF ANY KIND. 2. [Application for such license shall be in writing,
on forms to be approved by the Administrator of Loan
Laws, and shall contain the full name and address, both
of the residence and place of business, of the applicant,
and if the applicant is a copartnership, of every member
thereof, or if a corporation or association, of each
officer thereof, also the county and municipality, with
street and number, if any, where the business is to be
conducted. Every such applicant, at the time of making
such application, shall pay to the Administrator of Loan
Laws the sum of three hundred sixty dollars as an annual
license fee and in fall payment of all expenses for
examinations under, and administration of this article;
provided, that if the license is issued for a period of
less than twelve months, the license fee shall be
prorated according to the number of months that said
license shall run.] APPLICATION FOR A LICENSE SHALL BE IN WRITING, UNDER
OATH, AND IN THE FORM PRESCRIBED BY THE COMMISSIONER OF
CONSUMER CREDIT. THE APPLICATION SHALL GIVE THE EXACT
LOCATION WHERE THE BUSINESS IS TO BE CONDUCTED AND SHALL
CONTAIN SUCH FURTHER RELEVANT INFORMATION AS THE
COMMISSIONER MAY REQUIRE INCLUDING THE NAMES AND
ADDRESSES OF THE APPLICANT AND ITS OFFICERS, DIRECTORS,
OR TRUSTEES, AND OF SUCH OF THE PRINCIPAL OWNERS OR
MEMBERS AS WILL PROVIDE THE BASIS FOR THE INVESTIGATIONS
AND FINDINGS CONTEMPLATED BY §4 OF THIS ARTICLE. AT THE
TIME OF MAKING APPLICATION, THE APPLICANT SHALL PAY TO
THE COMMISSIONER THE SUM OF $100 AS A FEE FOR
INVESTIGATING THE APPLICATION, AND THE SUM Of $850 AS A
LICENSE FEE FOR THE PERIOD ENDING ON THE LAST DAY OF JUNE
OF EACH YEAR. IF THE LICENSE IS GRANTED AFTER DECEMBER
31 IN ANY YEAR, THE LICENSE FEE SHALL BE $425 FOR THE
REMAINDER OF THE LICENSE YEAR. 3. The applicant shall also, at the same time, file
with the [Administrator of Loan Laws] COMMISSIONER OF
CONSUMER CREDIT a bond in which the applicant shall be
the obligor, in [the sum of one thousand dollars
($1,000)] AN AMOUNT EQUAL TO TWICE THE MAXIMUM LOAN
AMOUNT PERMITTED TO BE MADE UNDER THIS ARTICLE, with one
or more sureties to be approved by [said Administrator of
Loan Laws] THE COMMISSIONER, which bond shall run to the
State of Maryland for the use of [the] THIS State and of
