AN ACT concerning
Aid to Nonpublic Institutions of Higher Education
FOR the purpose of changing the formula for computing the
annual apportionment of State aid to nonpublic
institutions of higher education; correcting an
obsolete reference; and renumbering certain
provisions.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 67 of Article 77A - Higher
Education,, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 77A - Higher Education
67.
(A) [For fiscal year 1976 and succeeding fiscal
years, the] THE amount of the annual apportionment to
each institution meeting the requirements of § 66 of this
article shall be computed by multiplying (1) the number
of full-time equivalent students enrolled by the
institution during the fall semester of the fiscal year
next preceding the fiscal year for which the
apportionment is made, as determined by the [Maryland
Council] STATE BOARD for Higher Education, by (2) an
amount equal to [15 percent] THE FOLLOWING PERCENTAGES of
the State's general fund per full—time equivalent pupil
appropriation to the four year public colleges in
Maryland for the preceding fiscal year: (I) FOR FISCAL
YEAR 1978, 15 PERCENT; (II) FOR FISCAL YEAR 1979, 17.5
PERCENT; AND (III) FOR FISCAL YEAR 1980 AND SUCCEEDING
FISCAL YEARS, 20 PERCENT.
(B) Full time equivalent students enrolled in
seminarian or theological academic programs shall be
excluded from the computation.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.
