at 3500 East Biddle Street,
Baltimore, and renovation/
construction to provide a
640 bed medium security
unit and 250 bed minimum
security unit on the site.
In implementing this appro-
priation, the State shall
comply with the following: (I)    The design of the complex
shall be such that, (aa) through
appropriate architectural design,
setbacks and/or landscaping,
Biddle Street is aesthetically
and securely buffered from any
structures used for the housing
of prisoners, and (bb) if any new
buildings of more than four stories
are constructed for the housing of
prisoners, they shall be located as far on the site as practicable
from the nearby communities; (II)   Representatives of the near-
by communities and of the City of
