(House Bill 1816)
AN ACT concerning
Washington County - Road Improvement Districts
FOR the purpose of authorizing the County Commissioners
of Washington County to create special road
improvement districts for the purpose of funding
improvement of private roads; providing procedures
for creation of a district, including investigation
and hearing; providing that all owners in the
district shall share in the costs of improvements;
and relating generally to the special road
improvement districts.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 27-14A be and it is hereby
added to the Public Local Laws of Washington County being
Article 22 of the Public Local Laws of Maryland (19 70
Edition and 1975 Supplement, as amended) to read as
follows:
Article 22
27-14A.
(A) THE TERMS USED IN THIS SECTION HAVE THE
FOLLOWING MEANINGS:
(1) A SPECIAL ROAD IMPROVEMENT DISTRICT
MEANS AN AREA OF LAND IN THE COUNTY WHICH HAS FRONTAGE ON
A SUBSTANDARD PRIVATE ROAD IN WHICH IMPROVEMENTS TO THE
ROAD WILL BE FUNDED FROM SPECIAL ASSESSMENTS IMPOSED ON
ALL THE OWNERS OF THE LAND IN PROPORTION TO THE LENGTHS
OF THEIR RESPECTIVE FRONTAGES, DESIGNATED AS A SPECIAL
ROAD IMPROVEMENT DISTRICT BY THE COUNTY COMMISSIONERS.
(2) A PRIVATE ROAD IS A ROAD NOT PREVIOUSLY
ACCEPTED INTO THE COUNTY ROAD SYSTEM.
(3) "OWNERS" MEANS OWNERS OF PROPERTY
