MARVIN MANDEL, Governor
OF TRUSTEES of State colleges, STATE MANPOWER SERVICES
COUNCIL, the Maryland Council for Higher Education, and
all other appropriate State boards and agencies shall
cooperate with the Advisory Council in supplying studies
and reports as requested by the Council. The Advisory
Council, in return, shall supply copies of its reports
and studies upon request. 409H. [Notwithstanding any other provision of the Code,
the] THE Council shall receive and administer any funds
appropriated to it under any STATE AND federal acts.
SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 409HI be and it is hereby added to Article 41 -
Governor-Executive and Administrative Departments, of the
Annotated Coda of Maryland (1971 Replacement Volume and
1976 Supplement) to read as follows: Article 41 - Governor—Executive and Administrative Departments
409HI. (A) THERE IS A LOCAL ADVISORY COUNCIL ON
VOCATIONAL-TECHNICAL EDUCATION IN EACH COUNTY, INCLUDING
BALTIMORE CITY. (5) (1) EACH COUNCIL SHALL CONSIST OF THE
FOLLOWING MEMBERSHIP: (I)    IN COUNTIES WITH AN AVERAGE DAILY
ATTENDANCE OF NOT MORE THAN 7,000, AT LEAST TEN MEMBERS;
AND (II)   IN COUNTIES WITH AN AVERAGE DAILY
ATTENDANCE OF MORE THAN 7,000, AT LEAST 15 MEMBERS. (2)     (I) IN COUNTIES THAT DO NOT HAVE
POSTSECONDARY EDUCATIONAL INSTITUTIONS RECEIVING FEDERAL
FUNDING SUPPORT FOR VOCATIONAL-TECHNICAL EDUCATION
PROGRAMS, THE LOCAL BOARD OF EDUCATION SHALL APPOINT THE
COUNCIL. (II) IN COUNTIES THAT HAVE
POSTSECONDARY EDUCATIONAL INSTITUTIONS RECEIVING FEDERAL
FUNDING SUPPORT FOR VOCATIONAL-TECHNICAL EDUCATION
PROGRAM, THE COUNCIL SHALL BE APPOINTED UNDER MUTUALLY
ACCEPTABLE PROCEDURES DEVELOPED BY THE LOCAL BOARD OF
EDUCATION AND THE GOVERNING BOARDS OF THE POSTSECONDARY
EDUCATIONAL INSTITUTION INSTITUTIONS. (3)    THE MEMBERS SHALL BE MEMBERS OF THE
GENERAL PUBLIC, ESPECIALLY REPRESENTATIVES OF BUSINESS,
INDUSTRY, ORGANIZED LABOR, AND SHALL INCLUDE APPROPRIATE
REPRESENTATION OF BOTH SEXES, RACIAL AND ETHNIC
MINORITIES, AND VARIOUS GEOGRAPHIC REGIONS OF THE COUNTY.
