or such facsimile shall nevertheless be valid and
sufficient for all purposes the same as if he had
remained in office until such delivery. Any bonds issued
to refund bonds guaranteed as to the payment of principal
and interest by the county commissioners of Montgomery
and Prince George's counties shall be guaranteed in like
manner in the form and under the provisions of section
83-63 of this article. Such bonds shall be in addition
to any bonds authorized to be issued under this article
or any amendments thereof. (b)    For the purpose of retiring the refunding
bonds issued under the provisions of this section and the
payment of the interest thereon, there shall be levied
annually against all of the assessable property within
the sanitary district by the county commissioners of
Montgomery and Prince George's counties, so long as such
bonds are outstanding and unpaid, a tax sufficient to
meet the interest on such bonds as it becomes due and to
pay the principal thereof at maturity, such tax to be
determined, levied, collected and paid over to the
Washington Suburban Sanitary Commission in the manner
provided by section 83—67 of this article, and all of the
provisions of said section 83-67 shall apply to the
refunding bonds issued hereunder. (c)    Any provisions of law requiring the fixing and
collecting of front foot benefit charges for the payment
of the principal of and the interest on the outstanding
bonds so refunded shall apply to the payment of the
refunding bonds issued hereunder.]
SECTION 2. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 4-9 of the Code of the
Washington Suburban Sanitary District (1969 Edition, as
amended), being also Section 86-4—9 of the Public Local
Laws of Montgomery County being Article 16 of the Public
Local Laws of Maryland (1972 Edition and 1975 Supplement,
as amended), being also Section 83-64 of the Public Local
Laws of Prince George's County being Article 17 of the
Public Local Laws of Maryland (1963 Edition and 1967
Supplement, as amended) be and they are hereby added to
read as follows: The Code of the Washington Suburban
Sanitary District 4-9. (86-4-9 and 83-64) (A)         SUBJECT TO THE APPROVAL OF THE GOVERNING BODIES OF MONTGOMERY AND PRINCE GEORGE'S COUNTIES PURSUANT TO THE PROCEDURES HEREINAFTER PROVIDED OF THE PLAN FOR THE ISSUANCE OF REFUNDING BONDS PURSUANT TO THE
PROVISIONS OF THIS SECTION, THE WASHINGTON SUBURBAN
SANITARY COMMISSION IS AUTHORIZED TO BORROW MONEY AND TO
ISSUE REFUNDING BONDS OF THE WASHINGTON SUBURBAN SANITARY
DISTRICT FROM TIME TO TIME TO REFUND ANY BONDS OR NOTES
