SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 256D and 256-O(a) of Article 41 -
Governor—Executive and Administrative Departments, of the
Annotated Code of Maryland (1971 Replacement Volume and
1976 Supplement) be and they are hereby repealed and
reenacted, with amendments, to read as follows:
Article 41 — Governor-Executive and Administrative
Departments
256D.
Any document required or permitted to be published
in the Code of Maryland Regulations or Maryland Register
shall be filed with the division of State documents. IF
THE TEXT OF AN ADOPTED RULE IS THE SAME AS THE TEXT OF
THE RULE AS PROPOSED, THE TEXT OF THE ADOPTED RULE NEED
NOT BE FILED WITH THE DIVISION OF STATE DOCUMENTS, BUT A
NOTICE THAT THE RULE HAS BEEN ADOPTED WITHOUT CHANGE
SHALL BE FILED IN ITS PLACE. A REFERENCE TO THE DATE OF
THE REGISTER CONTAINING THE PROPOSED RULE SHALL BE GIVEN.
If a document has been forwarded to the Department of
Legislative Reference prior to July 1, 1974, it need not
be filed with the division of State documents, unless the
administrator otherwise notifies the person responsible
for filing the document.
256-O.
(a) The effective date of any rule is the issue
date of the Register or permanent supplement in which
notice of final adoption is published unless the [rule]
DOCUMENT specifies a later date. The issue date of the
Register or permanent supplement is the date of its
deposit in the United States mail for distribution and
shall be printed prominently on the first page of each
issue.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.
