(c) Officers and personnel. She Commission shall
elect one of its members as chairman[, and] AND ONE OF
ITS MEMBERS AS VICE CHAIRMAN, WHO SHALL SERVE IN THE
ABSENCE OR DISABILITY OF THE CHAIRMAN. THE COMMISSION
shall appoint, discharge at pleasure and fix the
compensation of a director, a secretary, a treasurer, a
chief engineer, and engineering, legal, clerical and
other personnel and help which the Commission deems
necessary to carry out the provisions of this subtitle.
The creation of any new position by the Commission is
subject to the prior approval of the Board of County
Commissioners of St. Mary's County.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

AN ACT concerning
Mental Retardation Administration - Respite Care
Beds in Residential Facilities
FOR the purpose of reserving a certain number percentage
of beds for respite care in certain facilities under
the jurisdiction of the Mental Retardation
Administration.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 19(c) be and it is hereby
added to Article 59A - Mental Retardation, of the
Annotated Code of Maryland (1972 Replacement Volume and
1976 Supplement) to read as follows:
Article 59A - Mental Retardation
19.
(C) ONE OUT OF EVERY 25 BEDS, OR AT LEAST 2
PERCENT, BUT NOT TO EXCEED 4 PERCENT OF THE TOTAL BEDS
