dental Hygiene. The Board shall consist of five members
who shall be appointed by the Governor, one of whom shall
be selected from a list of nominees presented by the
Maryland Chapter of the National Association of Social
Workers, Inc., one from a list of nominees presented by
the Metropolitan Washington Chapter of the National
Association of Social [Workers The] WORKERS. THE lists
of nominees shall contain three names for each vacancy.
All members of the Board shall be residents of this
State. 879. The Department shall develop, initiate, and
implement rules and regulations containing standards for
the care, treatment, health, safety, welfare, and comfort
of patients served by home health agencies which will
promote safe and adequate care and treatment of the
patients. Further, the Department shall promulgate rules
and regulations relating to the licensure of home health
agencies. The requirements for certification of
conformance to the area and State health plans relating
to licensure of § 559 (a-1) of this [Code] ARTICLE shall
apply to home health agencies. 882. To obtain valid licensure, the home health agency
shall provide an appropriate home health service, under
the direction and guidance of a licensed physician, to
patients who are deemed to require initial or continued
hospitalization, or who, in lieu of hospitalization, may
be cared for at home [as] AT a prescribed level of care.
Home health services may not be withheld from the patient
on the basis of age, sex, color, creed, national origin,
source of payment, or ability to pay. Nothing in this
subtitle shall be construed to prohibit the care of the
sick with or without compensation or personal profit when
done in connection with the practice of the religious
tenets of any church by adherents thereof. 884. (e) The full Commission shall meet at least twice
each year. If, for any reason, all [12] 14 members are
not present at meetings of the Commission, business may
be conducted by the members present. A decision of the
majority of the members present shall be a decision of
the Commission. 889. (d) Nothing in this subtitle shall authorize the
Secretary to prescribe specific packaging designs,
product content, package quantity, or, with the
[execution] EXCEPTION of authority granted in § [4(a)(2)]
890(A) (2) of this subtitle, labeling. In the case of a
