MARVIN MANDEL, Governor                            2349 executive branch officers and employees in the area of
possible conflict between their private interests and
official duties or state employment. The rules and
regulations, which apply to persons included in the
classified service and subject to the provisions of
Article 64A, shall not be contrary to the provisions of
Article 64A. The rules and regulations shall be filed
with the Secretary of State and be open to public
inspection. (B) ANY PERSON MAY FILE A COMPLAINT WITH THE STATE
BOARD OF ETHICS ALLEGING A CONFLICT OF INTEREST IN
VIOLATION OF STATE LAW BY AN OFFICER OR EMPLOYEE OF THE
EXECUTIVE BRANCH OF THE STATE GOVERNMENT. UPON A FINDING
THAT THE ALLEGATION HAS SUBSTANTIAL MERIT, THE BOARD
SHALL INVESTIGATE IT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977. Approved May 17, 1977.

Taxes, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) re and it is
hereby repealed and reenacted, with amendments, to read
as follows: Article 81 — Revenue and Taxes 9C. (c) In Anne Arundel County, (1) real and tangible
personal property described as Ogle Hall, owned by the
