If questions of local concern are to be submitted for
approval to the vote of the people of a county or a
municipality, the same shall be certified to the boards
within that period by the county commissioners, county
councils or treasurer of the City of Baltimore, as the
case may be, and shall be advertised as in the case of
nominees for county or city offices.
(2) However, in Howard County, if the
questions of local concern are not certified by the
[fourth Monday of July] THIRD MONDAY OF AUGUST the clerk
of the Circuit Court for Howard County shall certify the
questions to the boards within seven days.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

(House Bill 660)
AN ACT concerning
Good Samaritan Law
FOR the purpose of repealing and reenacting, without
amendments, Section 132 of Article 43 of the
Annotated Code of Maryland, as added by Chapters 558
and 689 of the Laws of 1976, in order to correct a
possible defect in the title of Chapter 689, by
clarifying that Section 132 of Article 43 limits the
tort liability of certain persons and organizations
who render medical aid or assistance, for which no
fee is charged, at the scene of an emergency, or in
transit to medical facilities, or through
communications to other persons rendering emergency
assistance, or under certain other conditions.
BY repealing and reenacting, without amendments,
Article 43 - Health

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 132 of Article 43 - Health, of the

1976 Supplement) be and it is hereby repealed and
reenacted, without amendments, to read as follows:
