CHAPTER 430
(House Bill 451)
AN ACT concerning
Maryland Environmental Service - Officers
FOR the purpose of creating the office of Deputy Director
providing that the Assistant Director of the
Maryland Environmental Service shall be the Deputy
Director of the Service; providing for appointment
and compensation, and specifying duties; and
enabling the Treasurer of the Service to designate a
deputy treasurer and delegate certain duties under
certain conditions.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 3-103(b), (c), and (f) of Article
- Natural Resources, of the Annotated Code of Maryland
(1974 Volume and 1976 Supplement) be and it is hereby
repealed and reenacted, with amendments, to read as
follows:

(b) There are [three] FOUR officers of the
Service: a director, A DEPUTY DIRECTOR, a secretary, and
a treasurer. Each officer shall be appointed by the
Secretary of Natural Resources, with the approval of the
Governor, solely with regard to his qualifications for
the duties of his office. Each OFFICER serves at the
pleasure of the Secretary of Natural Resources. The
director, DEPUTY DIRECTOR, secretary, and treasurer shall
receive the compensation provided in the State budget.
The director, secretary, and treasurer are the board of
directors of the Service. Two members constitute a
quorum for the transaction of business of the board. The
affirmative vote of at least two members is necessary for
any action taken by the board. No vacancy in the
membership of the board impairs the right of a quorum to
exercise all the rights and perform all the duties of the
