2180                                    LAWS OF MARYLAND                            Ch. 393 by those governing bodies; attending the date for
submission of the Council's budget request to the
Governor and the date for certification of the
Council's budget, as enacted, to certain local
governing bodies; and clarifying language. BY repealing and reenacting, with amendments, Article 78D - Regional Planning Council Section 18 Annotated Code of Maryland (1975 Replacement Volume and 1976 Supplement)
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 18 of Article 78D - Regional
Planning Council, of the Annotated Code of Maryland (197 5
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows: Article 78D - Regional Planning Council 18. [The Governor shall place in the general fund budget
for the fiscal year 1964, $100,000 to provide for the
operation of the Regional Planning Council.] On or before [August 1, 1963, and on or before
August 1 of each year thereafter, The Council shall
submit to the State Board of Public Works] SEPTEMBER 1 OF
EACH YEAR, THE COUNCIL SHALL SUBMIT TO THE GOVERNOR its
operating budget for the next following fiscal year,
together with supporting schedules to show that such
budget is financed as herein provided, and upon approval
of such budget by the [State Board of Public Works,]
GOVERNOR, provision shall be made in the State budget for
such ensuing fiscal year for an appropriation equal to
one third of the budget of The Council so [submitted and]
approved[; provided, however, that the State of
Maryland's]. HOWEVER, THE STATE'S contribution shall be
subject to annual review by the General Assembly and
shall not in any event exceed that amount that would be
produced by a levy of an ad valorem tax of one quarter of
a cent per [one hundred dollars ($100.00)] $100 on the
total assessed value of all real property for taxation
purposes in the area. On or before [October 1, 1963, and on or before
October 1] JANUARY 25 OF EACH YEAR, THE COUNCIL SHALL NOTIFY EACH OF THE SEVERAL BUDGET OFFICERS OR GOVERNING BODIES OF THE CITY AND THE SEVERAL COUNTIES COMPRISING THE AREA, OF THE PORTION OF THE BUDGET OF THE COUNCIL, AS
SUBMITTED BY THE GOVERNOR TO THE GENERAL ASSEMBLY, WHICH
IS PAYABLE RESPECTIVELY BY EACH, ON OR BEFORE APRIL 15 of
each year [thereafter]. The Council shall certify to each
of the several budget officers or governing bodies of the
