AN ACT concerning
Schools School for the Deaf and Blind
FOR the purpose of requiring written standards governing
the admission and exclusion dismissal of children to
and from the Maryland School for the Deaf and the
Maryland School for the Blind; establishing
procedures for the review of placement admission and
dismissal decisions affecting certain children; and
allowing certain organizations and schools rights of
participation in certain proceedings. permitting
certain parents or guardians to initiate review
proceedings; requiring the State Department of
Education to approve certain standards and to set
forth certain bylaws; and generally relating to
admissions and dismissals to and from the Maryland
School for the Blind.
BY repealing and reenacting, with amendments,
Article 77 — Public Education

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 103 of Article 77 - Public
Education, of the Annotated Code of Maryland (1975
Replacement Volume and 1976 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:
Article 77 — Public Education
103.
(A) In accordance with provisions of § 11 [of this
article], the Maryland School for the Deaf and the
Maryland School for the Blind shall keep the State Board
of Education fully informed regarding the educational
program and administrative policies of the schools under
their jurisdiction.
(B) It [shall be] IS the responsibility of the
Maryland state Department of Education, the city and
county public school systems, the Maryland School for the
Deaf, and the Maryland School for the Blind to work
cooperatively to meet the educational needs of deaf,
hard-of—hearing, blind, and partially-sighted children.
(C) During the fiscal year 1971 and thereafter,
teachers and other professional personnel at the Maryland
School for the Deaf and the Maryland School for the Blind
shall be paid an annual salary not less than that
received by public school teachers and professional
