SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 12-105(d) be and it is hereby
added to Article — Commercial Law, of the Annotated Code
of Maryland (1975 Volume and 1976 Supplement) to read as
follows:
Article - Commercial Law
12-105.
(D) FEES AND CHARGES OTHERWISE INCLUDABLE AS
INTEREST UNDER THIS SUBTITLE PAID BY A DEVELOPER TO THE
LENDER FOR THE PURPOSE OF MAKING PERMANENT LOANS
AVAILABLE TO HOME PURCHASERS ARE NOT INTEREST UNDER THIS
SUBTITLE. THESE FEES AND CHARGES MAY NOT BE CHARGED TO
THE HOME PURCHASER UNLESS THEY ARE CHARGED AS INTEREST
AND DO NOT VIOLATE § 12-108 OF THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

CHAPTER 303
(Senate Bill 221)
AN ACT concerning
Motor Vehicles — Drivers' Licenses
FOR the purpose of providing that suspension of a
driver's license may not terminate while deferred
payments of a motor vehicle fine remain unpaid.
FOR the purpose of providing that certain limitations on
the suspension of drivers' licenses do not apply to
a suspension for failure to pay a deferred fine.
BY repealing and reenacting, with amendments,
