AN ACT concerning
Public Education - Public Library Funding
FOR the purpose of increasing the State share of the
current expenses for public libraries; combining the
public library incentive fund and the current
expense program into one formula; defining terms;
limiting the amount of money which may be applied to
capital expenditures; specifying the management of
all funds; providing for a phasing-out of certain
State obligations under the public library incentive
fund; providing that this Act is contingent upon
certain other legislation; and generally relating to
the State's share of the capital and operating
expenses of public libraries.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 176(a), (c) , (e) , (f), and (g) of
Article 77 - Public Education, of the Annotated Code of
Maryland (1975 Replacement Volume and 1976 Supplement) be
and they are hereby repealed and reenacted, with
amendments, to read as follows:
Article 77 — Public Education
176.
(a) (1) "County" includes Baltimore City.
(2) The population figures used in this
section shall be those obtained from the federal
decennial census and in the intervening years from
estimates prepared by the Department of Health and Mental
Hygiene AND AVAILABLE as of July 1[,] of the FIRST
COMPLETED CALENDAR year preceding the fiscal year.
