SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 9(a), (b) , and (c) be and
they are hereby added to Article 77A — Higher Education,
of the Annotated Code of Maryland (1975 Replacement
Volume and 1976 Supplement) to read as follows:
Article 77A - Higher Education
9.
(A) EXCEPT AS OTHERWISE PROVIDED IN THIS ARTICLE,
EVERY BOARD OF COMMUNITY COLLEGE TRUSTEES SHALL BE
COMPOSED OF SEVEN MEMBERS APPOINTED BY THE GOVERNOR, WITH
THE ADVICE AND CONSENT OF THE SENATE. THE TERM OF OFFICE
IS SIX YEARS, EXCEPT THAT, OF THE INITIAL APPOINTEES TO A
BOARD, FIVE SHALL BE APPOINTED FOR INITIAL TERMS OF ONE
TO FIVE YEARS, RESPECTIVELY, AND THE SIXTH AND SEVENTH
MEMBERS SHALL BE APPOINTED FOR TERMS OF SIX YEARS EACH.
THE TERM OF OFFICE OF A MEMBER APPOINTED BY THE GOVERNOR
SHALL COMMENCE ON JULY 1 OF THE YEAR OF APPOINTMENT.
(B) VACANCIES ON A BOARD SHALL BE FILLED BY THE
GOVERNOR FOR THE REMAINDER OF THE TERM. A MEMBER IS
ELIGIBLE FOR APPOINTMENT TO A SUCCESSIVE TERM.
(C) EACH BOARD SHALL ORGANIZE AND SELECT ITS OWN
CHAIRMAN FROM TIME TO TIME,

SECTION 2. AND BE IT FURTHER ENACTED, That all
gubernatorial appointments made on and after July 1,
1976, pursuant to former Section 9(b) of Article 77A are
hereby confirmed, subject to the advice and consent of
the Senate of Maryland of each such appointment.

|

|
|
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1977.
