SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 28 of Article 19 - Comptroller, of
the Annotated Code of Maryland (1973 Replacement Volume
and 1976 Supplement) be and it is hereby repealed.
SECTION 2. AND BE IT FURTHER ENACTED, That new
Section 28 be and it is hereby added to Article 19 —
Comptroller, of the Annotated Code of Maryland (1973
Replacement Volume and 1976 Supplement) to read as
follows: Article 19 - Comptroller
28. (A)          EVERY ASSOCIATION OR INCORPORATED INSTITUTION WHICH IS MAINTAINED FOR INDUSTRIAL, EDUCATIONAL, MEDICAL,
HUMANE, MILITARY, HISTORICAL, CULTURAL, OR CHARITABLE
PURPOSES AND WHICH OBTAINS AN APPROPRIATION FUNDS FROM
THE STATE TREASURY PURSUANT TO AN ACT OF THE GENERAL
ASSEMBLY SHALL EXECUTE AN AGREEMENT WITH THE STATE AGENCY WHICH HAS THE......FUNDS IN ITS APPROPRIATION OR THE STATE COMPTROLLER DELINEATING THE TERMS AND PURPOSE OF THE GRANTS, SUBSIDIES AND CONTRIBUTIONS AND SHALL FILE ANNUALLY A FULL AND ACCURATE ACCOUNT AS PROVIDED IN THIS
SECTION. (B)           EVERY ANNUAL ACCOUNT SHALL CONTAIN AN ITEMIZED STATEMENT SHOWING HOW THE APPROPRIATION WAS FUNDS WERE EXPENDED. THE ACCOUNT SHALL BE SWORN TO BY AN OFFICER OF
THE ASSOCIATION OR INSTITUTION, OR BY THE COMMANDING
OFFICER IF THE ASSOCIATION IS A MILITARY ORGANIZATION. (C)           IF THE ASSOCIATION OR INSTITUTION RECEIVES THE APPROPRIATION PURSUANT TO A GRANT OR CONTRACT WITH AN AGENCY OF THE STATE AND IF THE GRANT OR CONTRACT REQUIRES AN ANNUAL ACCOUNT TO BE FILED WITH THE AGENCY, THE ASSOCIATION OR INSTITUTION SHALL FILE THE ACCOUNT WITH
THE AGENCY PURSUANT TO THE TERMS OF THE CONTRACT OR GRANT. A COPY OF SUCH ACCOUNT SHALL BE FILED WITH THE COMPTROLLER. ALL OTHER ASSOCIATIONS OR INSTITUTIONS SHALL FILE THE ANNUAL ACCOUNT WITH THE COMPTROLLER ON OR BEFORE SEPTEMBER 1 AFTER THE CLOSE OF THE FISCAL YEAR IN WHICH THE APPROPRIATION, OR ANY PART OF IT, HAS BEEN RECEIVED. FUNDS PURSUANT TO AN AGREEMENT WITH A SPECIFIC
AGENCY OF THE STATE, AN ANNUAL ACCOUNT MUST BE FILED WITH
THAT AGENCY ACCORDING TO THE TERMS OF THE AGREEMENT. ALL
OTHER ASSOCIATIONS OR INSTITUTIONS SHALL FILE THE ANNUAL
ACCOUNT WITH THE COMPTROLLER PURSUANT TO THE TERMS OF
THEIR AGREEMENTS. IF AN AGREEMENT DOES NOT SPECIFY A
DATE, THEN THE ASSOCIATION OR INSTITUTION SHALL FILE THE
ANNUAL ACCOUNT WITH THE APPLICABLE AGENCY OR COMPTROLLER
ON OR BEFORE SEPTEMBER 1 AFTER THE CLOSE OF EACH FISCAL
YEAR IN WHICH FUNDS HAVE BEEN RECEIVED. (D)    WHOEVER SHALL RECEIVE THE ANNUAL REPORT FROM
