prescribed plan or procedure[,]. IF THE BUREAU
DETERMINES THAT THE REPORTED AREA HAS BEEN REVEGETATED
AND THE COMMITTEE GIVES ITS APPROVAL AS REQUIRED UNDER
§7-510 OF THIS SUBTITLE or if the operator has been
relieved from the obligation to plant trees, shrubs, or
grasses as provided in this subtitle, the [State Forester
shall notify the] director [who] shall release the bond
and collateral in proportion to the area planted or
relieved from planting. On this release, the State
Treasurer shall return immediately to the operator the
amount of cash or securities specified in the release.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

AN ACT concerning
Motor Vehicle Fuel Tax — Petroleum Transporters
FOR the purpose of requiring the registration and
identification of certain petroleum transporters and
conveyances used by petroleum transporters to
transport petroleum products in interstate or
intrastate commerce; defining terms; providing for
registration and annual renewal; providing for
identification markers for certain vehicles;
requiring the operator of a conveyance to possess a
loading ticket or manifest; requiring certain
monthly reports by petroleum transporters; providing
for certain other identification and labeling of
certain vehicles; authorizing the Comptroller to
cancel, suspend, or revoke certain privileges under
certain conditions; providing penalties; and
authorizing the Comptroller to promulgate certain
rules and regulations.
