SECTION 12 11. AND BE IT FURTHER ENACTED, That
authorization is hereby granted to transfer to the State
Department of Education, by approved budget amendment, that
portion of the appropriations to the various State Hospital
Centers and Juvenile Residential Institutions which
represent the operation of educational programs, in
accordance with the provisions of Chapter 539 of the Acts of
1976.

Mr. President, Mr. Speaker, Ladies and Gentlemen
of the General Assembly:
Pursuant to the authority conferred on me by Article 3,
Section 52, Sub?section (5) of the Constitution of Maryland,
and in accordance with the consent of the (State Senate) -
(House of Delegates) , duly granted, I hereby submit a
supplement to Senate Bill 277 and/or House Bill 630 in the
form of an amendment to the original budget and additional
proposal for the Fiscal Year ending June 30, 1978.
The Supplemental Budget will affect the previously
estimated funds available for budget operations as shown on
the following summary statement.
