(B) CONDITIONS OF REGISTRATION.
ON PAYMENT OF THE REQUIRED FEE, THE ADMINISTRATION
SHALL ISSUE A REGISTRATION CERTIFICATE SUBJECT TO ANY
REASONABLE CONDITION THAT IT CONSIDERS NECESSARY TO
FULFILL ANY PURPOSE OF THIS SUBTITLE.
(C) RENEWALS.
EACH REGISTRATION CERTIFICATE IS RENEWABLE ANNUALLY
ON PAYMENT OF THE REQUIRED FEE.
REVISOR'S NOTE: This section presently appears as
Art. 1A, §6-604(e).
The term "airports", which is defined in
§5-101 of this title, is substituted for the
present reference to "landing areas...used
for...taking off and landing...other than in
an emergency situation"; in this regard, see
revisor's note to §5-101(g) of this title.
In subsection (a)(2) of this section, the term
"registrant" is substituted for "property
owner" to cover the possible situation of
leased land where a lessee is the one using
the property, not the owner.
The only other changes are in style.

5-401. "ESTABLISH OR OPERATE" DEFINED.
IN THIS SUBTITLE, "ESTABLISH OR OPERATE" INCLUDES
PLAN, ACQUIRE, CONSTRUCT, EQUIP, MAINTAIN, ALTER,
ENLARGE, IMPROVE, RECONSTRUCT, REPAIR, REGULATE, PROTECT,
OR POLICE.
REVISOR'S NOTE: This section is new language derived
from various parts of Art. 1A, §§7-701 through
7-703 (cf., e.g., the first sentences of each
of Art. 1A, §§7-701 (a), 7-702(a), and
7—703(a)). It is added to avoid undue
repetition in this subtitle of the terms
contained in it, and to achieve consistency in
references to the establishment and operation
of airports.
The present words "build", "erect", "expand",
and "control" are deleted as unnecessary since
they already are encompassed in the broader
