to be used only for the pur-
poses herein appropriated and
there shall be no budgetary
transfers by budget amendment
or otherwise from this pro-
gram to any other program or
purpose without the approval
of the Board of Public Works
and the Joint Budget and Audit
Committee. Proposed budgetary
transfers for budget amendment
shall be reported to the Joint
Budget and Audit Committee in
advance to submissions of such
amendments to the Governor for
his approval. Any budgetary trans-
fers from the Medical Care Programs
Administration to any other program
or budget unit must receive prior
approval of the General Assembly in
accordance with Article 42, Section
245(c) of the Laws of Maryland.
