SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of this Act shall not be construed to extend
or apply to the salary of the persons specified by this
Act in office on the effective date of this Act, but the
provisions of this Act concerning the salary of the
persons specified by this Act shall take effect at the
beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

Carroll County - Flag and Seal
FOR the purpose of providing for an official flag and an
official seal for Carroll County.

Section 3A to be under new subtitle "County Flag
and Seal"
Article 7 — Public Local Laws of Maryland

Preamble
WHEREAS, A flag for Carroll County has been designed
by several citizens based upon historic knowledge and
general appreciation of the beauty of the countryside;
and
WHEREAS, The central symbol of the seal has been in
use by the county offices for many years; and
WHEREAS, It is desirable to preserve in the local
laws of Carroll County a description of these valuable
designs to protect and preserve for future generations
the rich heritage and traditions of this county; now,
therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 3A to be under new subtitle
