the grand juries, sign indictments and criminal
informations and perform whatever other acts and duties
in relation to the grand juries and in the operation of
the office as are necessary and proper. (9)      The State's Attorney may appoint an
administrative assistant to serve at the pleasure of the
State's Attorney.         The annual salary         of         the
administrative assistant shall be within the discretion
of the State's Attorney, but in no event exceeding
$15,000 per annum, to be paid by the county on the
certification of the State's Attorney to the county
executive and County Council. The administrative
assistant is not subject to the rules and regulations of
the county merit system, but shall be entitled to all
benefits provided for county employees under the merit
system. (10)      The salary of the State's Attorney, the
deputy State's attorney, principal assistant State's
attorney, senior assistant State's attorneys and the
assistant State's attorneys shall be paid in equal
semimonthly installments.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977. Approved April 12, 1977.
CHAPTER 138 (House Bill 1343) AN ACT concerning Caroline County - Caroline County Jail FOR the purpose of authorizing and empowering the Board
of County Commissioners of Caroline County to issue
and sell serial bonds upon the full faith and credit
of the County in an amount not in excess of $250,000
to be issued in such amounts and at such times as
the County Commissioners may designate, for the
purposes of renovating, rehabilitating, and
improving the county jail in Caroline County; and
authorizing the Board of County Commissioners of
Caroline County to levy taxes on the assessable
property in the County to provide funds for the
payment of interest and principal as the same become
payable. SECTION 1. BE IT ENACTED BY THE GENERALY GENERAL
ASSEMBLY OF MARYLAND, That the County Commissioners of
Caroline County be and they are authorized and empowered
