SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of this Act shall not be construed to extend
or apply to the salary of the persons specified by this
Act in office on the effective date of this Act, but the
provisions of this Act concerning the salary of the
persons specified by this Act shall take effect at the
beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1977.

Frederick County — Finance and Taxation
FOR the purpose of altering the Frederick County
emergency fund amount; and clarifying language.
BY repealing and reenacting, with amendments,
The Public Local Laws of Frederick County
Section 8-5 and 8-7
Article 11 - Public Local Laws of Maryland
(1959 Edition as supplemented to December 1975,
as amended)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 8-5 and 8-7 of the Public Local
Laws of Frederick County being Article 11 of the Public
Local Laws of Maryland (1959 Edition as supplemented to
December 1975, as amended) be and they are hereby
repealed and reenacted, with amendments, to read as
follows:
Article 11
8-5.
After the board of estimates has carefully
ascertained all of the various estimates and fixed them
in [such] amounts [as] they [think or] consider proper,
the county commissioners [shall], on or before the first
day of June [, levy,] AND in accordance with law, SHALL
LEVY upon all of the taxable property of the county and
