SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That, notwithstanding the provisions of Section
4—1008 of the Natural Resources Article, the Secretary of
Natural Resources may extend the time for taking oysters
by tonging, patent tonging, or dredging is extended
uniformly through up to April 30, 1977.
SECTION 2. AND BE IT FURTHER ENACTED, That these
provisions apply only in the year 1977 at the end of the
season for taking oysters.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT concerning
Frederick County — Budget Procedures
FOR the purpose of repealing the present budget
procedures under which the Frederick County
Commissioners act as a Board of Estimates; providing
that the County Commissioners shall establish budget
procedures, including a provision for hearings on
the annual budgets of the County, and procedures for
compiling the budget annually; and making this Act
an emergency measure.

Sections 8-30 through 8-34
