(B) JOINT AND SEVERAL LIABILITY OF OWNER.
IF THE DRIVER IS NOT THE OWNER OF THE VEHICLE OR
OBJECT, BUT IS DRIVING OR MOVING IT WITH THE EXPRESS OR
IMPLIED PERMISSION OF THE OWNER, THE OWNER AND DRIVER ARE
JOINTLY AND SEVERALLY LIABLE FOR THE DAMAGE TO THE STATE
HIGHWAY OR COUNTY ROAD.
(C) RECOVERY OF DAMAGES IN A CIVIL ACTION.
A CIVIL ACTION FOR DAMAGES TO A STATE HIGHWAY OR
COUNTY ROAD UNDER THIS SECTION MAY BE BROUGHT BY THE
AUTHORITY IN CONTROL OF IT.

Art. 66 1/2, §14-114.
In this section, the present references to a
"contrivance" are deleted as unnecessary in
light of the broad reference to "any vehicle
or any other object".

the Annotated Code has substituted references to the
State Highway Administration for present, obsolete
references to the "State Roads Commission". This
reflects the transfer of authority established by Ch.
526, Acts of 1970. See revisor's note to §8-207 of this
article.
Present Art. 89B, §102 is deleted as unnecessary; in
this regard, see revisor's note to §24-206 of this
subtitle.
For additional provisions relating to the authority
of counties to open and close highways and regulate size
