(A) EXCEPTIONS.
THIS SECTION AND §24-106.1 OF THIS TITLE DO NOT
PROHIBIT:
(1) DROPPING SAND TO IMPROVE TRACTION; OR
(2) SPREADING WATER OR OTHER SUBSTANCE TO
CLEAN OR MAINTAIN A HIGHWAY.
(B) LOADS TO BE SECURE.
A VEHICLE WITH ANY LOAD MAY NOT BE DRIVEN ON ANY
HIGHWAY UNLESS:
(1) THE VEHICLE IS CONSTRUCTED OR LOADED TO
PREVENT ANY OF ITS LOAD FROM DROPPING, SIFTING, LEAKING,
OR OTHERWISE ESCAPING; AND
(2) THE LOAD AND ANY COVERING ON IT ARE
FASTENED SECURELY TO PREVENT THE LOAD OR COVERING FROM
BECOMING LOOSE OR DETACHED OR FROM IN ANY WAY
ENDANGERING OTHER USERS OF THE HIGHWAY.
(C) REMOVAL OF DEBRIS.
THE OWNER OF A VEHICLE FROM WHICH DIRT OR DEBRIS
HAS FALLEN ON ANY HIGHWAY IS RESPONSIBLE FOR REMOVING
THAT DIRT OR DEBRIS WITHIN A REASONABLE TIME.
REVISOR'S NOTE: This section is new language derived
from the first sentence of Art. 66 1/2,
§14-106(a) and from Art. 66 1/2, §14-106(b).
In subsection (a)(2) of this section, the word
"highway" is substituted for the present, more
limited, reference to a "roadway" to conform
with the apparent intent of the provision and
the general provisions of this section, which
apply to highways and not merely roadways.
In subsection (b) of this section, the term
"vehicle" is substituted for the present
reference to a "motor vehicle, trailer, or
semitrailer" for brevity and to conform with
the intent of this section, the overall scheme
and terminology of this subtitle, and the
Uniform Vehicle Code.
The only other changes are in style.
