CONTRARY TO THE CONSTITUTION OF ANY STATE OR OF THE
UNITED STATES OR THE APPLICABILITY THEREOF TO ANY
GOVERNMENT, AGENCY, PERSON OR CIRCUMSTANCES IS HELD
INVALID, THE VALIDITY OF THE REMAINDER OF THIS COMPACT
AND THE APPLICABILITY THEREOF TO ANY GOVERNMENT, AGENCY,
PERSON OR CIRCUMSTANCE SHALL NOT BE AFFECTED THEREBY.
IF THIS COMPACT SHALL BE HELD CONTRARY TO THE
CONSTITUTION OF ANY STATE PARTICIPATING HEREIN, THE
COMPACT SHALL REMAIN IN FULL FORCE AND EFFECT AS TO THE
REMAINING PARTY STATES AND IN FULL FORCE AND EFFECT AS TO
THE STATE AFFECTED AS TO ALL SEVERABLE MATTERS. REVISOR'S NOTE: This Compact presently appears in
Art. 66 1/2, §§12-502 through 12-511. Since it is an interstate compact, no change
has been made in the text other than to
correct minor typographical errors occurring
in its publication subsequent to original
enactment by Ch. 755, Acts of 1965. Present Art. 66 1/2, §12-601, which states the
various "legislative findings" relative to the
Compact, is deleted as unnecessary since it is
essentially a duplication of Article I of the
Compact, appearing in this section. 22-504. ADOPTION OF RECOMMENDATIONS. BY RULE OR REGULATION NOT INCONSISTENT WITH THE
MARYLAND VEHICLE LAW, THE ADMINISTRATOR MAY ADOPT A RULE,
REGULATION, OR CODE RECOMMENDED BY THE VEHICLE EQUIPMENT
SAFETY COMMISSION. REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 66 1/2,
§12-602. 22-505. STATE COMMISSIONER; ALTERNATE. (A)   ADMINISTRATOR TO BE STATE COMMISSIONER. THE MOTOR VEHICLE ADMINISTRATOR IS THE COMMISSIONER
OF THIS STATE ON THE VEHICLE EQUIPMENT SAFETY COMMISSION. (B)   ADMINISTRATOR MAY APPOINT ALTERNATE. THE ADMINISTRATOR MAY DESIGNATE AN ALTERNATE FROM
AMONG THE OFFICERS AND EMPLOYEES OF THE ADMINISTRATION
TO SERVE IN HIS PLACE ON THE COMMISSION. SUBJECT TO
THE PROVISIONS OF THE COMPACT AND THE BYLAWS OF THE
COMMISSION, THE ADMINISTRATOR DETERMINES THE AUTHORITY
AND RESPONSIBILITIES OF THE ALTERNATE. REVISOR'S NOTE: This section is new language derived
without substantive change from Art. 66 1/2,
