SPECIFIES THE NATURE OF THE GAMBLING DEVICE AND THE
FREQUENCY WITH WHICH THE CARNIVAL, BAZAAR, OR RAFFLE
SHALL BE HELD. THE COUNTY COMMISSIONERS MAY CHARGE A
REASONABLE FEE FOR THE ISSUANCE OF THE PERMIT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1976.

AN ACT concerning
Legislative Council — Abolishment
FOR the purpose of abolishing the Maryland Legislative
Council; establishing the Legislative Policy
Committee to coordinate and supervise the work of
the legislature during the interim between sessions;
providing for the membership, functions, and duties
of the Legislative Policy Committee; giving the
Legislative Policy Committee the power to issue
subpoenas to compel the attendance of witnesses and
production of documents; giving the standing
committees of the legislature the power to issue
subpoenas when the General Assembly is not in
session, subject to the prior approval of the
Legislative Policy Committee; conferring certain
powers and responsibilities under this Act to the
Governor and to certain other officials and agencies
of the State government; providing that the State
Department of Legislative Reference and the State
Department of Fiscal Services are to make available
their respective staffs, services and facilities for
assistance to and the preparation of legal and
fiscal reports for the standing committees of the
General Assembly, statutory committees, and special
committees appointed by the Legislative Policy
Committee; authorizing the standing committees as
set forth in the rules of each House to operate on a
year-round basis; and generally relating to the
abolishment of the Legislative Council, the
establishment of the Legislative Policy Committee,
and the operation of the standing committees of the
General Assembly.
