PLUMBING OR GASFITTING SHALL BE ISSUED A JOURNEYMAN
PLUMBER-GASFITTER OR JOURNEYMAN GASFITTER'S LICENSE
WITHOUT EXAMINATION, PROVIDED HE HAS BEEN PRACTICING AS
SUCH FOR TWO YEARS OR MORE AND APPLICATION IS MADE AND
THE APPROPRIATE FEE PAID WITHIN SIX MONTHS AFTER JULY 1,
1976.

ANY PERSON WHO ENGAGES IN THE PRACTICE OF PLUMBING
OR GASFITTING WITHOUT BEING LICENSED UNDER THE PROVISIONS
OF THIS SUBTITLE IS GUILTY OF A MISDEMEANOR AND UPON
CONVICTION IS SUBJECT TO A FINE OF NOT MORE THAN $500 OR
IMPRISONMENT FOR NOT MORE THAN 90 DAYS OR BOTH.]]

The Governor, with the advice of the Secretary of
Licensing and Regulation, shall appoint biennially seven
persons, with the advice and consent of the Senate, who
shall constitute a board of commissioners, which shall be
known and designated as "The State Board of Commissioners
of Practical Plumbing" and shall be a part of the
Department of Licensing and Regulation. The Board of
Commissioners shall be selected as follows: Seven persons
who are practical and skilled plumbers, two of whom shall
be from Baltimore City, one from Southern Maryland, one
from the Eastern Shore, one from the area including
Allegany, Washington, Garrett, Frederick, and Montgomery
counties and two from the area including Carroll,
Baltimore and Harford counties, whose duty it shall be to
faithfully__and impartially execute, or cause to be
executed, all the provisions and requirements of this
subtitle. Upon application and at such place or places
in this State as they may determine, provided at least
once in each year the examination shall be held in
Baltimore City, they shall examine each and every person
who shall desire to work at the plumbing business,
touching his competency and qualification. THE BOARD
SHALL REQUIRE WRITTEN OR ORAL ANSWERS TO APPROPRIATE
QUESTIONS AND MAY REQUIRE AN ACTUAL DEMONSTRATION
RELATING TO THE APPLICANT'S KNOWLEDGE CONTEMPLATED TO BE
PERFORMED UNDER THE LICENSE FOR WHICH BE HAS MADE
APPLICATION. Each applicant for a master's license shall
pay - an examination fee of twenty dollars ($20.00) and
each applicant for a journeyman's license shall pay an
examination fee of ten dollars ($10.00) to the Board
before taking the examination. In the event that an
applicant fails to appear for an examination scheduled by
the Board, the Board may require the applicant to pay
another examination fee prior to rescheduling of an
examination for such applicant. Upon being satisfied
that the person so examined is competent and qualified to
work at said business, they, or any four of them, shall
grant to such a person a certificate of competency and
register him in their books as a practical plumber, which
shall operate as full authority to him to work at,
conduct and engage in the said plumbing business for the
