FOR the purpose of creating and generally relating to a
Multi—State Compact entitled "Potomac Highlands
Airport Authority;" relating to authorizing the
creation of the Potomac Highlands Airport Authority;
specifying its powers and duties, membership, tax
exemption for its property, funds and obligations;
and permitting the Mineral County Commission and
county commissions of West Virginia counties
contiguous to Mineral County, to enter into
intergovernmental agreements with the State of
Maryland, Allegany County, Maryland, Maryland
counties contiguous to Allegany County, the City of
Cumberland, Maryland, and other Maryland
municipalities in such Maryland counties pertaining
to the operation of an airport situated in Mineral
County, West Virginia.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Title 11. Potomac Highlands Airport
Authority be and it is hereby added to Article 1A —
Aviation, of the Annotated Code of Maryland (1968
Replacement Volume and 1975 Supplement) to read as
follows:

11-101. COUNTY COMMISSIONS EMPOWERED TO ENTER INTO
INTERGOVERNMENTAL AGREEMENTS RELATING TO
[[POTOMAC HIGHLANDS]] CUMBERLAND MUNICIPAL
AIRPORT.

THE COUNTY COMMISSIONS OF MINERAL COUNTY AND OF
COUNTIES CONTIGUOUS TO MINERAL COUNTY, AND THE GOVERNING
BODIES OF MUNICIPALITIES SITUATED IN THOSE COUNTIES, MAY
ENTER INTO INTERGOVERNMENTAL AGREEMENTS WITH THE STATE OF
MARYLAND; ALLEGANY COUNTY, MARYLAND; AND MARYLAND
COUNTIES CONTIGUOUS TO ALLEGANY COUNTY; CUMBERLAND,
MARYLAND; AND OTHER MUNICIPALITIES SITUATED IN THOSE
MARYLAND COUNTIES; AND THE POTOMAC HIGHLANDS AIRPORT
AUTHORITY REGARDING THE OPERATION AND USE OF THE
[[POTOMAC HIGHLANDS AIRPORT, FORMERLY KNOWN AS THE]]
CUMBERLAND MUNICIPAL AIRPORT, AND SITUATED IN MINERAL
COUNTY, WEST VIRGINIA. THE AGREEMENTS SHALL BE
RECIPROCAL IN NATURE AND MAY INCLUDE, BUT ARE NOT LIMITED
TO, CONDITIONS GOVERNING THE OPERATION, USE, MAINTENANCE
OF AIRPORT FACILITIES, TAXATION OF AIRCRAFT OWNED BY
