SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 60 of Article 40 - General
Assembly, of the Annotated Code of Maryland (1971
Replacement Volume and 1975 Supplement) be and it is
hereby repealed and reenacted, with amendments, to read
as follows:

The Division of Budget Review is created within the
Department of Fiscal Services. It shall give intensive
study and review to the State budget, during all stages
of its proposal and consideration; and the Division
continuously shall analyze, evaluate, and test the
budgetary requests and appropriations of the several
departments, boards, bureaus, commissions, or other
agencies which are included in or considered in relation
to the budget. It shall engage in continuing study and
research into the taxes, finances, and fiscal problems
and matters which relate to or affect the budget. The
